Tools for working with Project Explorer, link sets, and remote data are found in the Project Navigation toolbox.

The Links and Engineering Links toolboxes are accessed from the Project Navigation toolbox.

All tools in a toolbox are not always visible by default. To see all tools, right-click in the toolbox and select Show All from the menu.
